I turned 55 this year. Can I make the full "catch-up" contribution?

Yes, if you were covered by an HDHP for the entire year. If you were not covered by an HDHP for the entire year, you will need to pro-rate your catch-up contribution just like you would have to pro-rate your standard contribution. When your birthday happens in the year does not matter, but how many months you were covered does matter.
